Recreation Center Governance Board

The Recreation Center Governance Board addresses policies governing the Recreation Center's purpose and image, facilities, services, programs, activities, scheduling, access and establishes user fees. It reviews and has full authority over the operation and development of the Recreation Center with respect to any matters involving policy, and has authority for approval of the annual Recreation Center budget. The Board is involved only in policy-making; implementation of the policy is a function of Recreation Center management. The Board is not involved in daily management matters. Any decisions made by the Board are ultimately subject to review and a possible veto by the Chancellor.

CHARTER

Recreation Center Governance Board
 

The name of this organization shall be the Recreation Center Governance Board.

The Rec Center Governance Board (hereafter referred as the Board) shall address policies governing the Rec Center's purpose and image, facilities, services, programs, activities, scheduling, access and establish user fees. It shall review and have full authority over the operation and development of the Center with respect to any matters involving policy and shall have authority for approval of the annual Rec Center budget. The Board shall be involved only in policy-making; implementation of policy will be a function of Rec Center management. The board shall not become involved in daily management matters.

The Rec Center Governance Board shall be a University Committee within the University Committee structure. Therefore, any decisions made by the Board are ultimately subject to review and possible veto by the Chancellor.

The board shall consist of 10 (ten) voting members, each serving a minimum two year term. Appointments shall be staggered by class level in such a way as to preserve and maintain continuity from year to year.

  • a) 1 (one) student will be appointed as Chairperson (either undergraduate or graduate). The Chair shall be selected by a majority vote of the Board membership in Spring Quarter. This is a minimum one-year commitment, which is given to a person who has already served for one year as a Board member.
  • b) 1 (one) student will be appointed as Vice Chair (either undergraduate or graduate). The Vice Chair shall be selected by a majority vote of the Board membership in Spring Quarter. This is a minimum one-year commitment, which is given to a person who has already served for one year as a Board member.
  • c) 4 Undergraduate students approved by A.S. (2 from IM's, 1 from Sport Clubs, 1 from ESS)
  • d) 2 Undergraduate students appointed by A.S. ("At large")
  • e) 1 Graduate student appointed by G.S.A.
  • f) 1 Faculty rep appointed by the Academic Senate (must come from Academic Senate)
  • g) 1 Staff rep appointed by committee on committees (from Chancellor's Staff Advisory Committee)

Though management personnel in the Rec Center will follow policies established by the Board, they are administratively aligned with the office of the Vice Chancellor, Student Services. Any issues related to personnel, evaluations, organizational structure, etc., remain a function of the Vice Chancellor or his designate. Personnel issues should be confidential and discussed at closed meetings. However, it should be stressed in these guidelines that the members of the Board will serve on search committees for these management positions when vacancies occur. In addition, the opinion of the Board shall be solicited by the Vice Chancellor in preparing annual evaluations of Rec Center management.

a. Definition

  • i. A committee of the Rec Center Board shall function as an idea-generating forum, a sounding board for new ideas, a proposal review body, a work group or for action. Committees shall be disbanded by the Chair, with the consent of the Board.

b. Membership

  • i. All members of a subcommittee shall be from the UCSB community: students, faculty, alumni or staff. At least one member of each committee shall be a voting member of the Rec Center Board, in addition to the committee Chair, who should at least be an ex-officio member of the Rec Center Board.
  • ii. The Chair of the Rec Center Board shall appoint, with the consent of the Board, such other members as are suitable, pursuant to the guidelines of each subcommittee. The Chair of the Rec Center Board and the Director of the Department of Recreation shall be ex-officio members of all standing and special committees.
  • iii. Student voting members of the Board shall be eligible to receive stipends of $60 per quarter. The Chairperson shall be eligible for $120 per quarter, and the Vice Chair shall be eligible to receive $90 per quarter. The honorarium shall be received the third week of the subsequent quarter (or by the last week in June for the spring quarter) provided that the member has fulfilled their duties within the Board. Denial of an honorarium can occur only following a two thirds (⅔) majority voting in a confidential session. Just cause for denial must be shown specific to the stated duties and expectations of board members. Any student on the Board who already receives an honorarium based on current position (for example Student Fee Advisory Committee Representative and the Godspeed Intern) is not eligible for the Rec Cen Governance Board honorarium.

c. Executive Committee:

  • i. The Executive Committee shall fulfill necessary responsibilities of the Rec Center Board over the summer, or at a time when regular meetings of the board are not feasible. The committee shall conduct all and only such business as requires the urgent attention of the Rec Center Board. The Executive Committee shall report its actions back to the Rec Center Board at the next regular meeting; at that time, motions to modify, approve, or commend the committee's actions are in order.
  • ii. The Executive Committee shall consist of the Chair of the Rec Center Board (or an alternate approved by the Board), two members chosen at-large from the Board and the Recreation Director as an ex-officio member. The people specifically assigned to this group may change for the summer months because of individual summer schedules. Whenever possible, one student member should be included on the Executive Committee.

a. Rec Center Board Chair (A selected student: see #3)

  • i. Shall serve as the chief officer of the Rec Center Board
  • ii. Shall be responsible for calling and conducting meetings of the Board.
  • iii. Shall set agendas for the Rec Center Board meetings with assistance from the Recreation Director, Vice Chair, and Parliamentarian.
  • iv. Shall appoint Rec Center Board committees with the approval of the Board.
  • v. Shall serve as the primary spokesperson for the Board
  • vi. Shall build and maintain effective communications with staff and students within the Dept. of Recreation and the University community.
  • vii. Shall, with the help and involvement of the Recreation Director and Vice Chair, be responsible for orientation of the Rec Cen Board each Fall.
  • viii. Shall work closely and meet regularly with the Director of Recreation and Vice Chair.
  • ix. Shall vote only in the case of a tie vote, with at least five votes cast. DELETED MEETING OF MARCH 1st, 1991. Reinstated meeting of 11/11/94 effective Fall 1995. DELETED Spring 2025.

b. Rec Center Board Vice Chair

  • i. Shall assist the Board Chair, alongside the Recreation Director, in setting agendas for the Rec Center Board meetings.
  • ii. Shall, in the Board Chair’s absence, be responsible for calling and conducting meetings of the Board.
  • iii. Shall be responsible for assisting the parliamentarian in the keeping of all minutes and records of Board action.
  • iv. Shall build and maintain effective communications with staff and students within the Dept. of Recreation and the University community.
  • v. Shall, with the help and involvement of the Recreation Director, be responsible for orientation of the Rec Cen Board each Fall alongside the Board Chair.
  • vi. Shall work closely and meet regularly with the Director of Recreation and Board Chair.

c. Department of Recreation (The Director or his designee)

  • i. Shall assist the Chair and Vice Chair in preparing agendas for the Board meetings.
  • ii. Shall be responsible for providing staff and secretarial assistance to the Board.
  • iii. Shall be responsible for keeping all minutes and records of Board action.
  • iv. Shall, in conjunction with the Rec Cen Board Chair and Vice Chair, be responsible for orientation of the Rec Cen Board each Fall.
  • v. Shall make annual reports (or as requested by the board) to the Rec Cen Board.
  • vi. Shall work closely and meet regularly with the Rec Cen Board Chair and Vice Chair.
  • vii. Shall be fully responsible for the implementation of policy decisions made by the Board.

d. Board Committee Chairs:

  • i. Shall strive to provide effective communication links between the Rec Cen Board and the committees.
  • ii. Shall be responsible (with staff assistance) for the preparation and the distribution of committee minutes to the committee members, Rec Cen Board Chair, the Recreation Director, voting members and advisors of the Board.
  • iii. Shall bring recommendations of the committees to the board for action.

e. All Voting Members

  • i. Shall ensure proper preparation for and attendance at Rec Cen Board and committee meetings. When meetings are missed, it shall be the responsibility of the member to learn what transpired in his/her absence.
  • ii. Shall serve on one or more committees of the Board.
  • iii. Shall inform others of the Rec Cen Board and its functions and efforts. The Executive Committee shall also be responsible for representing the status of the Rec Cen bond issue to the Board once a year. When the bond is due to be retired, it shall be re-evaluated.
  • iv. Shall be subject to removal from the Board should he/she fail to fulfill the obligations listed above. Only one Board meeting can be missed by a member in any given academic quarter unless the member has obtained an excused absence from the Chair. Failure to be in attendance at all but one meeting in a quarter shall constitute failure to fulfill Board membership requirements. (see section 7F for details regarding removal of Board members.)
  • v. The Chair shall vote only in the case of a tie vote, with at least five votes cast. DELETED MEETING OF MARCH 1st, 1991. Reinstated meeting of 11/11/94 effective Fall 1995. DELETED Spring 2025.

f. Advisors (Ex Officio Members)

  • i. Shall ensure proper preparation for and attendance at Rec Cen Board and committee meetings. When meetings are missed, it shall be the responsibility of the advisor to learn what transpired in his/her absence.
  • ii. Shall be invited to serve on one or more committees of the Board.
  • iii. Shall inform others of the Rec Center Board and its functions and efforts.
  • iv. When requested, shall make presentations to the Board pertinent to the advisor's management area.

a. Calling of Meetings

Official meetings of the Rec Cen Board shall be called by either the Chair or Director of Recreation Dept. with a minimum of seventy-two hours advance notice. Five voting members of the Board may call a meeting, by written request to the Chair. All ex-officio members shall be notified of any meetings.

b. Frequency of Meetings

The Rec Cen Board shall meet once per month each quarter during the academic year and shall make arrangements to meet as needed during the summer months. The actual frequency of meetings during the academic year shall be determined in the Fall by the Board.

c. Quorum

For the purpose of conducting business and formulating recommendations or decisions, a quorum of the Rec Center Board shall consist of five (5) voting members, three (3) of which must be students. Amended 1/24/96

d. Confidentiality of Meetings

All meetings of the Rec Center Board shall be open to the University community, except those meetings (or parts of meetings) declared confidential and closed to the public by vote of the Board. Contents of confidential Board and sub-
committee meetings shall not be discussed with anyone other than Board and sub-committee members.

e. Student Eligibility

In addition, students must be currently registered to be eligible to serve on the Rec Center Board.

f. Replacement of Board Members

If a Rec Center Board member is unable to serve the duration of his/her term, or is removed by two-thirds vote of the full Board, the member shall be replaced with due speed by the process under which he/she was selected to serve. Failure to meet the member expectations (Article 6, Section D) shall constitute grounds for removal from the board.

g. Conflict of Interest

If it is the finding of the members of the Rec Center Board that one of the members has an ongoing conflict of interest, which may prevent him/her from conducting Board business in a proper manner, that person may be removed by a two-thirds vote of the Board and replaced as outlined in these guidelines.

There may be individual situations, which pose a conflict of interest for a particular Board member. In regard to these individual issues, the affected member shall be required to abstain from voting. If the member does not volunteer to abstain, the Board may move with a two-thirds vote of the Board. No Associated Students Representatives or officers shall be allowed to serve on the Rec Center Board. DELETED MEETING OF 11/11/94 effective Fall 1995.

h. Robert’s Rules of Order

Meetings are expected to be informal in tone, but where necessary, Robert's Rules of Order shall govern all deliberations.

i. Proxy Voting

There will be no proxy or absentee voting.

j. Voting by Email

In the event that the committee is asked to make a decision and there is not time to come together, a vote by email is acceptable. The parliamentarian will tally votes and report the results to the committee by email and at the next meeting.

k. Amendment to Charter

Amendments to the Rec Center Charter shall only be made with a 3/4 approval of the Rec Center Board with a minimum quorum of 7 voting members present. Amendment proposals shall be introduced and discussed at a Board Meeting but not voted upon until the next available meeting in order to allow sufficient study of the proposal.

l. By-Law Enactment

i. The By-Laws of the Rec Center Governance Board shall be established by a three-fourths (3/4) majority of the voting membership of the Rec Center Governance Board. To enact a new By-Law, a Bill proposal must have at least two-thirds (2/3) majority vote of the entire Rec Center Governance Board.

ii. Amendments to the By-Laws shall be proposed and any final consideration automatically tabled until the next regularly scheduled Rec Center Governance Board meeting.

Article 1
Section 1. User Access:

A. The Rec Cen is a student fee funded facility for student use and priority access is thereby
extended to the following:

  • a. Individuals currently enrolled as undergraduate or graduate students at UCSB.
  • b. All Intramural and Sport Club teams.
  • c. All students currently enrolled in regularly scheduled Exercise & Sport Studies classes (except for ICA classes, which are covered by Section C).

B. Non-entitled users include current and retired faculty and staff, UCSB Alumni, and non-university individuals. Non-entitled users may be granted access on a fee basis schedule. The fees established shall correspond with the access prioritization/fee schedules set forth in Article I, Section 2 of the by-laws of the Rec Cen Governance Board. Fees will be determined and set by the Board and are to be reviewed annually and adjusted as deemed necessary.

C. Other groups may negotiate an Agreement for Access with the Rec Cen Governance Board or its appointee whose arrangements and decisions will then be subject to review and amendment revocation by the Board as it deems necessary. Agreements for Access will be granted on a fee schedule basis in correspondence with the access prioritization set forth in Article I, Section 2 of the by-laws of the Rec Cen Governance Board.
